VET in Schools — Strategic Note

The opportunity

VET in Schools (VIS) is the delivery of nationally recognised VET qualifications to secondary school students (Years 10–12) as part of their senior secondary certificate. It is governed by NCVER, reported through the same AVETMISS pipeline as adult VET, and tracked in VOCSTATS back to 2006.

It is almost entirely ignored by the commercial VET data and intelligence market.


Why nobody touches it

VIS sits at the intersection of three bureaucratic domains — school education (state/territory education departments), VET regulation (ASQA), and national training statistics (NCVER). Any platform that tries to serve it has to understand all three. Most VET software vendors are focused on adult learners and post-school RTOs. Most school software vendors don't know what AVETMISS is.

UCCA sits exactly in the gap. We hold the TGA corpus, we have NCVER data access, and we understand ASQA compliance. We are the only entity currently positioned to surface VIS data commercially.


The data

NCVER VOCSTATS provides VIS data under the VET in Schools collection:

  • ViS program enrolments 2006–2024 — 18 years of qual-level enrolment data
  • ViS program completions 2006–2024 — completion counts
  • ViS students 2006–2024 — student-level demographics (AQF, state, school sector)
  • ViS subject enrolments 2006–2023 — unit-level activity

Dimensions available: qualification code, collection year, state/territory, school sector (government, Catholic, independent), year level.

This data is accessible to any registered VOCSTATS user. UCCA's advantage is being the first to wire it into a public-facing product.


The market it unlocks

TAFE institutes: Every TAFE in Australia delivers VIS programmes. They have no qualification-level intelligence about the VIS market. Which quals are growing in schools? Which states? Which school sectors? RTOpacks answers all of this.

State education departments: Each state runs a Senior Secondary Certificate that incorporates VIS. They make curriculum decisions about which VET qualifications to endorse — currently with no data-driven tooling. RTOpacks is a natural procurement target.

Private RTOs with school delivery: An estimated 30–40% of registered RTOs have some school delivery in their scope. They are completely blind to the VIS market beyond their own enrolment data.

School principals and VET coordinators: A secondary audience but a large one. A free-tier tool that lets a school VET coordinator look up any qualification and see national VIS enrolment trends is a powerful acquisition channel.

CASA (Civil Aviation Safety Authority): AVI training packages (aviation) are delivered in some secondary schools. CASA has direct interest in the pipeline of future aviation workers entering through school pathways.

Defence: DEF training packages in schools are a small but significant pipeline. Defence has a strategic interest in the school-to-trades pathway.


The product surface

On the qual page, VIS data surfaces as:

  1. Badge: "Delivered in secondary schools" — appears on any qual with VIS enrolment data
  2. Enrolment signal: "X secondary school students enrolled nationally (2024)"
  3. Trend: 5-year sparkline showing whether school delivery is growing or declining
  4. State breakdown: Which states have the most school delivery (future L3 feature)

The positioning statement

"RTOpacks is the only qualification intelligence platform that surfaces VET in Schools data alongside adult VET enrolments, labour market signals, and graduate outcomes — in a single view."

No competitor can make this claim today. By the time they could, UCCA will have two years of production data, user feedback, and established relationships with state education departments.


What to do first

  1. Ingest VIS enrolments and completions via B-ENRICH-04e — data layer only
  2. Wire the badge and enrolment count to the qual page (B-DETAIL-08)
  3. Add VIS to the trust surface industry linkages under Sector-Specific Procurement
  4. Monitor for inbound inquiries from school sector users — this will happen organically once the data is live

The VIS market doesn't know it needs this yet. RTOpacks shows it to them.
