Core principle: No layer leaks downward. L2 board members have no concept of L1. No switcher. No "level" badge. It's just "their ops."

C. Mode System Brief (GUIDED + COMPLIANCE)¶

Six-part brief wiring up the GUIDED and COMPLIANCE mode tabs:
- JSON annotation files per ops section, decoupled from code
- Element tagging with data-annotation-id on every annotatable element
- GUIDED mode: blue info badges (dismissible, localStorage), L plate system
- COMPLIANCE mode: amber policy badges (not dismissible), governance anchors with ref IDs
- Compliance export: one-click JSON download = control register with coverage %
- L2 sees LIVE + GUIDED only (no COMPLIANCE tab)
- Annotations enrichable by non-developers with a text editor

The big strategic play. MCP server at mcp.ucco.foundation making the UCCO standard queryable by any AI system:
- 8 tools: get_standard_info, get_foundation_info, get_pioneer_stats, verify_pioneer_key, get_fact_sheet, get_protocol_stack, get_board_members, get_specification_outline
- Public data only — nothing behind auth
- Tier 1 ready: OAuth 2.1 planned (defer to follow-up, ship Tier 2 first)
- Cloudflare Worker + D1, Streamable HTTP transport, JSON-RPC 2.0

- Usage tracking in D1, wired to ops page

F. SSO / Auth Architecture Discussion¶
Status: CAPTURED — future UCCA architecture decision
Discussed enterprise SSO for RTOpacks institutional customers: - WorkOS: $125/connection/month, handles SAML/OIDC federation to any corporate IdP - Alternative: SuperTokens, Ory (open-source, self-hosted, no per-connection fee) - Consumer auth (Google/Apple/magic link) free via WorkOS AuthKit up to 1M MAU - Decision: UCCO ops stays on CF Access Zero Trust (email OTP). UCCA customer auth gets SSO when institutional customers demand it. Park until then.
G. Ops Parity Rule¶
Status: CAPTURED — standing rule
ops.ucca.online and ops.ucco.foundation must converge on same architectural patterns. Mode System, layer system, impersonation, sidebar structure — build on UCCO first (reference implementation), port to UCCA. When returning to UCCA ops, first job is audit what needs porting.

12 — OPERATING RULES FOR CLAUDE¶
- No time alerts for Tim. Never. Go go go.
- Every 10 messages: check context length. YELLOW = warn. RED = stop, write Time Machine immediately.
- Every Alex brief: SURFACE declaration + DO NOT TOUCH list + CF ACCOUNT ID. No exceptions.
- Brief drip rule: one brief at a time. Confirm deployed before next drops.
- OPS SURFACE RULE: Every new Worker, API, or surface deployed on EITHER project must have at minimum a stub page in the relevant ops console at time of deployment.
- OPS-AS-OS RULE: If it doesn't exist in ops, it doesn't exist. One URL, one login, one truth.
- OPS PARITY RULE: ops.ucca.online and ops.ucco.foundation converge on same patterns. Build on UCCO first, port to UCCA.
- UTC everywhere. toUserLocal() only.
- Truth over comfort.
- Two sections in every Alex brief: → ALEX (build instructions) and → TIM (plain English).
- UCCO foundation work and UCCA commercial work are separate. Treat as separate clients.
- Two Cloudflare accounts. Always confirm which account before any wrangler command.

16 — THE BIG PICTURE¶
Session 8 was architecture and infrastructure. The layer model got corrected and deployed — board members now have their own self-contained world with no admin leakage. The Mode System brief turns the ops panel into three things at once: a workspace (LIVE), a training environment (GUIDED), and an audit surface (COMPLIANCE). The UCCO MCP server makes the standard queryable by any AI on earth.
Mercury MCP connected live — Pace can now see every account and balance directly. The foundation's financial surface is ready to wire into ops.
The pipeline model continues to work: Pace architects, Tim reviews, Alex deploys. Eight briefs deployed across two sessions. The factory floor stays loaded.
The MCP server is the power play. When someone asks about UCCO, the answer is: "Just point your client at mcp.ucco.foundation." The standard teaches itself to AI. That's not a feature — that's a strategic position.
Monday: call Kevin and Antony, write the human documents (offer packs, seed letters, CONTRIBUTING/LICENSE/CODE_OF_CONDUCT), start the explosion readiness checklist. The personal touches that turn infrastructure into an organisation.
