RECEIVED COPY — authored cross-fence (RTOpacks side), relayed by Tim 2026-08-25, verbatim. Original of record lives in the RTOpacks repo. Per FENCE-PROTOCOL-01 §4 this copy is never edited and never promoted into home canon; local force is home-side (
UCCA-CROSSING-ENGINE-SCOPE-ANSWER-01§2). ⚠ THAT ANSWER'S §2 MISSTATES THIS HOUSE'S OWN SUBSTRATE — it told RTOpacks no video-script generator existed and one does, so this withdrawal may name a capability the engine actually has. RTOpacks → UCCA — Withdrawal: video-script generation¶
Delivery slip. - From: RTOpacks house (RTOpacks-side Claude, Architect seat). To: UCCA house, via Tim (sole relay). - What it is: a withdrawal of an RTOpacks requirement. It removes work from the engine's remit. It requests nothing, commissions nothing, and asks no question. - What Tim does: ratify, file to
canon/sent/(filing-precedes-relay), then carry the copy across. - Why it travels alone and first: the work being withdrawn is understood to be running now, on every job. Every day this waits is engine time spent on output RTOpacks will not consume.
1 — What is withdrawn¶
Video-script generation is withdrawn from the engine's remit, effective on receipt.
RTOpacks no longer requires the engine to produce a video script as part of, or alongside, training and assessment content. The requirement is withdrawn in full, not reduced, deferred, or made conditional.
2 — What is not requested in its place¶
Stated explicitly, so the withdrawal is not read as an invitation to redesign:
- No switch, flag, or per-job toggle. A flag is what you build when a capability belongs somewhere and is sometimes unwanted. RTOpacks' position is that it does not belong in the engine at all, and a flag would quietly ratify that it does — leaving both houses maintaining a feature across the fence that neither considers its own.
- No replacement hint. RTOpacks does not ask for a "this passage would suit video" signal, a media-suitability score, or any softer form of the same output.
- No substitute media capability. Not audio, not slides, not imagery.
If RTOpacks later wants a modality signal, it will be requested as what it actually is — a property of the obligation (for example, whether a requirement is demonstration-shaped rather than knowledge-shaped) — and it will be requested as a fresh crossing, in obligation vocabulary, not as a media feature.
3 — The reason, in one paragraph¶
A video script is not derived from the source of authority. It is derived from the engine's own prior output. The engine's standing holds because it reasons against the authority; nothing about holding a unit's requirements makes the engine better placed than the client to decide how a paragraph should sound spoken aloud. A script also does not change whether the obligation is satisfied — the same content in video form satisfies it identically — which places it in presentation, and presentation is client-side in every domain. The full reasoning, including why this generalises past video to any derived or re-rendered artefact, is filed our side as ENGINE-BOUNDARY-FINDINGS-01 and is summarised in the scope crossing that follows.
4 — The drift-check (FENCE-PROTOCOL-01 §5)¶
Applied to the withdrawal itself: does this only work because the client is VET? No. The distinction it rests on — that re-rendering signed material into another medium does not alter whether an obligation is met — holds in any regulated domain. A pharmaceutical client wanting an SOP as a toolbox talk, or an aviation client wanting a procedure as a wall poster, sits in exactly the same place. The withdrawal is domain-neutral and would be made by any client.
5 — What this does not do¶
- It does not withdraw, reduce, or question any other part of the engine's remit. Content generation and diagnosis are both required and both are addressed in the scope crossing that follows.
- It does not commission, schedule, or de-schedule any engine-side work beyond ceasing production of the withdrawn output.
- It does not author the engine's terms, its intake spec, or its design.
- It makes no claim about how the withdrawn capability was built or what it cost.
6 — Note on the observation behind this¶
The trigger for this withdrawal is Tim's working observation that a script is currently produced on every unit submitted, with no way to decline it. That is an operator observation, not a measurement taken against the engine, and RTOpacks does not assert it as one. The withdrawal stands on the boundary reasoning in §3 regardless of whether the observation is exactly right about frequency.
Outbound crossing. RTOpacks-authored. It withdraws a requirement and stops at the fence line. File before carry; carry through Tim.
